Can a handyman install a water heater in Maryland?
No. A water heater is piping and a plumbing appliance under Maryland law, so the install goes to a licensed master plumber, and a gas unit needs the gas fitter license that comes with it (section 12-101(l)). The job also needs a permit and an inspection in every county we work. A handyman can build the drain pan platform, fix the drywall behind it and haul the old tank.
What Maryland law says
Maryland requires a Maryland Home Improvement Commission (MHIC) contractor license for anyone who performs, or offers to perform, home improvement work for a homeowner (Business Regulation Article, section 8-301(a)). Repair and replacement of part of a house counts as home improvement under section 8-101(g), and the statute sets no dollar minimum. A handyman who charges for the work needs the license.
Water lines and fixtures are a separate trade. Under the Business Occupations and Professions Article, section 12-101(n), plumbing services means to install, maintain, extend, alter or remove piping, a plumbing fixture or a plumbing appliance. That work belongs to a licensed master plumber or someone working under one. Baltimore County and the WSSC parts of Montgomery and Prince George’s run their own plumbing boards under section 12-103.
How we handle it
Expansion tanks, the temperature and pressure relief line, the flue connection on a gas unit and the bonding on an electric one are the items inspectors fail. A plumber who does these every week gets them right the first time. An electric unit on a new circuit also brings in the electrician.
We do not sell water heaters, and we do not want a handyman near one. If you call us for it, we hand you to the plumber on our bench and he quotes it direct. The handyman side of the job, the platform, the pan, the wall and the haul away, we price in writing.
On our side this falls under trim and wood rot repair. The finished jobs with real prices are on the price list.
Questions we get about this job
- Does a water heater replacement need a permit in Maryland?
- Yes, in every county we work, and an inspection after. The plumber pulls it. A water heater swapped without a permit comes up at resale and in insurance claims.
- Can a handyman replace an electric water heater?
- No. It is still a plumbing appliance on piping, and the circuit is electrical work. Two licensed trades, neither of them a handyman.
- What can the handyman do on a water heater job?
- Build or level the platform, set a new drain pan, repair the drywall or the closet door, and haul the old unit. Everything that is not the tank, the pipe or the wire.
